Constitutional Motions

1. To Change the name of Oceania Zone to Asia/Oceania Zone - download
2.    To move Wheelchair Rugby from Sport Committee to independent International Federation status and establish transfer of governance from International Wheelchair & Amputee Sports Federation (IWAS)  - download *revised on June 4, 2008

1. To change the protest of Ineligibility to be consistent with protest procedures in the IPC Classification Code and International Standard for Protest - download

Non-Constitutional Motions - Submitted by Member Countries
1. That IWAS Wheelchair Rugby clarifies its position with regard to game protests -  download
2. That IWAS Wheelchair Rugby require all chairs to be checked prior to the commencement of sanctioned tournaments with random checks taking place throughout the tournament -  download
3. Assisted devices: any device to hold the ball in place resulting in a technical advantage should be prohibited - download
4. Classification: After a classification has been assigned to a female player, her classification shall be reduced by 0.5 points - download
5. Annex B:  Score sheet:  to introduce a new score sheet with a wider space for the minute of the goal to put the actual time of each of the goals scored - download
6. Article 103 Flagrant Foul:  to introduce a harsher penalty for flagrant fouls - download
7. Article 101:  Equipment Technical Foul: to introduce a further sanction of being deducted a time-out to go along with the technical foul for the team asking for a  verification.  If a team is out of time-outs, they will be assessed a second technical foul. - download
8. Article 49.  Playing time: to introduce longer pauses during quarters and at half-time.  That the interval at the end of the first and third periods would be 2 minutes and to establish a 10 minute interval at the end of the second period. In the event of overtime,  there shall be a four minute interval between the end of regulation play and the first overtime period.  If additional overtime periods are required, the rule would remain as it is presently and shall be a one-minute interval following each overtime period. - download
9. Article 56.  Equipment time-out: to introduce a rule forbidding substitutions on equipment time-outs when the chair or player do not any equipment malfunctions preventing them from playing. - download
10. Article 54.  Time-outs: to introduce 2 more time-outs per game for a total of 6.  These additional time-outs would be 20 seconds in duration and would be used to avoid turnovers or substitute players - download
11. 40 and 12 seconds rule:  to introduce a 12 seconds rule to cross half-court over the present 15 seconds to cross half and a 40 second score clock. - download
12. 3 referee system for major games: to introduce the implementation for a 3 referee crew to work at Paralympics and World Championships - download
13. Classification: to establish a 0.25 to 3.5 classification format with increments of 0.25.So new classifications would be 0.25, 0.5, 0.75, 1.0, 1.25, 1.5, 1.75, 2.0, 2.25, 2.50, 2.75, 3.0, 3.25 and 3.5. - download
14. Classification: 1.5 Trunk/hips.  To introduce a 1.5 trunk/hips for non spinal cord (SCI)/tetraplegics. - download
15. Classification: to introduce two separate classification systems for Spinal Cord Injuries/tetraplegics and les Autres (others). - download
16. Add in Article 34 Classification the following wording:  behind sentence a. …… and gender.  Behind the second sentence on Page 15:  The point limit of 8.0 is increased for each female player on court. - download
17 Add new article behind article 53 and include Goal clock behind Article 15 "A team in possession of a live ball is limited to 40 seconds to score a goal.  Any violation that keeps the team in possession of the ball stops the goal clock and is restarted when the ball is live again" - download
18. Change article 73 from 15 second violation to 12 second violation - download
19. Addition to Article 64:  Playing the ball regulations (rules) - download
20. To propose a committee be formed to identify key issues (in classification system) and develop proposals for revising and updating classification rules and procedures - download
